What is a Certificate of Recognition?
A Certificate of Recognition (COR) is given to employers who develop health and safety programs that meet established standards. Certificates are issued by Certifying Partners and are co-signed by Alberta Human Resources and Employment.
Achieving and maintaining a valid COR is required for earning a financial incentive through the Partners in Injury Reduction program. Also, it is not unusual for Alberta corporations to expect contractors bidding on projects to hold a valid COR.
Certifying Partners and Partners
Certifying Partners and Partners receive public recognition for their leadership in occupational health and safety. The MOU outlines the Partners' roles in building effective health and safety systems in one or more of the following areas: training, auditing of health and safety programs, reviewing audits to ensure quality and standards are met, and co-signing the COR with WHS.
When employers have developed and implemented health and safety systems which meet or exceed established quality control standards for a basic health and safety system, they may be eligible to receive a COR. These certificates are issued by Certifying Partners and are co-signed by WHS.
WHS supports Partnerships through establishing provincial standards for health and safety systems, audits and quality assurance systems and by monitoring equivalencies between industries and monitoring quality assurance systems operated by Certifying Partners.
Through Partnerships, Partners, WCB and WHS work together to deliver the PIR program. This is a financial incentive program that offers WCB premium incentives to employers who reduce their claim costs below predicted targets and who demonstrate that they have met or exceeded provincial standards for health and safety programs by achieving a COR.
WHS plays a leadership role in promoting participation in Partnerships and publicly recognizing Partners who take a pro-active role in improving health and safety systems. Stakeholder input is a key aspect to the development of partnerships and its future directions. The Certifying Partner Group has been established to provide input and advice to WHS on all aspects of Partnerships. Other partners also provide input through frequent meeting with Partnerships Consultants and at quarterly/yearly Partner meetings.
